Thank you for visiting this consultation website. An outline planning application is currently being prepared for the redevelopment of the Wolvey Campus to provide a long-term use for this previously developed site for the provision of new housing opportunities to meet a range of needs.

Due to the Covid-19 pandemic, we are currently unable to hold a consultation event in public. We have continually engaged with Wolvey Parish Council and have agreed that in order to ensure that you are able to review the proposals and provide feedback we have produced this designated website.

Local Plan Allocation

The site is allocated for around 85 dwellings in the Rugby Borough Local Plan (Local Plan Policy Reference DS3.12) which was adopted in June 2019.

The Parish Council is currently preparing a Wolvey Neighbourhood Plan. The applicant has provided comments on the Neighbourhood Plan during the recent public consultation.

The application site is located to the north east of Wolvey.

Planning Background


The outline planning application will be assessed within the context of the Local Development Framework for Rugby Borough Council which comprises the adopted Local Plan (2011-2031).

The National Planning Policy Framework (NPPF) (February 2019) and the Council’s Supplementary Planning Documents and Guidance (SPD/SPGs) will be material considerations when the application is determined.

The Council will also have regard to the emerging Wolvey Neighbourhood Plan​.


​The Local Plan was adopted in June 2019. The Local Plan sets out the housing requirement for the plan period and also includes policies on how and where housing should be delivered in the Borough. ​

Wolvey has been identified as a ‘Main Rural Settlement’. The site is allocated for around 85 dwellings (Local Plan Policy Reference DS3.12). Both the Local Plan (Policy GP3) and the NPPF support the redevelopment of previously developed land. ​


Wolvey Parish Council is currently preparing a Draft Neighbourhood Plan (2018-2031). The Parish Council consulted on the Pre-Submission version of the Plan until 14 August 2020. Once adopted, this plan will form part of the Local Development Framework for Rugby Borough Council alongside the adopted Local Plan. ​

The Proposals

The scheme currently proposes approximately 90 dwellings with a range of 2, 3 and 4 bedroom properties.

Affordable housing will be provided in line with local planning policy

The creation of a village square providing an important public open space and secondary focal point for the development. An attenuation pond is provided as part of the SuDS strategy

Creation of a central green park running north to south through the site connecting a network of pedestrian foot paths within the application site which will provide valuable recreation and ecological resource.

The creation of a number of naturalised play zones within the central public open space providing play areas where plants and trees provide the background for physical and creative play.

£13M estimated construction value. 60 jobs including indirect off-site jobs for the construction period which is anticipated to be 1.6 years.

Financial contributions are expected to be provided towards highways and public transport improvements, off-site sports provision, school places and healthcare.

£630,000 per annum of Additional Gross Value (GVA associated with the additional number of jobs)

Site Use

This previously developed site is owned by Legal and General and is currently leased to Galliford Try Construction Limited who have utilised the site for offices and storage facilities since the 1950’s.  

The diagram below details the area of the site which has seen previous development and areas that have existing green space. There are 7no. large brick and metal clad office buildings located to the north west and the eastern end of the site, with numerous smaller storage units scattered across the site. Currently 69% of the site is occupied by buildings, roads, car parking and other hard standing areas.
